Principal Civil Medical Officer.

Adds that he has instructed the Principal Civil Medical Officer to take over these new duties, and that he has granted him a house allowance of $90 a month in lieu of his quarters at Government Civil Hospital given up to Dr. J. Bell, but that from 1st January, 1904, he be allowed a consolidated salary of $7,200 rising to $7,800 (or £1,000 to £1,200 a year), in view of his increased duties. (This salary is subject to deduction of $90 a month if the Principal Civil Medical Officer occupies free quarters.)

Encloses copy of duties of Principal Civil Medical Officer under new scheme.

Requests full expression of opinion in the question of appointment of a Sanitary Commissioner. Inclines to Professor Simpson's opinion that it should be adopted.

Considers that all the duties of the Sanitary Department will be more effectively controlled by a Sanitary Board on which are found representatives of every section of the Community than by a Sanitary Commissioner.

Adds that the Principal Civil Medical Officer has been relieved of duties as Senior Medical Officer of the Government Civil Hospital and has now ample time at his disposal to supervise and control every branch of the Medical and Sanitary Departments.
